The Instrument for Pre-Accession Assistance (IPA) is a financial instrument of European Union (EU) for the pre-accession process in the period 2007-2013. IPA provides assistance as a flexible instrument for candidate countries, which depends on the progress made by the beneficiary countries and their needs. IPA consists of five components:

· Transition Assistance and Institution Building: administrative cooperation, experts from the Member States

· Cross-Border Co-operation (with EU Member States): participation in Community programmes or agencies

· Regional Development: investment, procurement contracts or subsidies

· Human Resources Development: measures to support the implementation process and management of the programmes

· Rural Development (IPARD): budget support for agriculture and livestock

For Turkey, IPA has provided 2,256 billion Euro in 2007-2010 and between 2007-2013 there has been different calls for proposals to support SME’s, associations, foundations, universities, non-governmental organizations, professional organisations and local organizations for financial aid.

One of the most important components is IPARD (Instrument for Pre-Accession Rural Development). IPARD with the cooperation of Ministry of Agriculture and Rural Affairs supports projects about renovating or restructuring of agricultural enterprises, processing and marketing of agricultural products, rural infrastructure projects, diversification of rural economy, environment-friendly production methods.
